The "Highway Sign Crew" is in quotes because it actually means something else.
Like when a guy in the mafia says that he's a "Union Delegate".
"How about we engineer your face?" say the "Highway Sign Crew" when you
don't have their money.  The "Highway Sign Crew" like to relax and drink
Cappuccinos.  They have an entire Social Club packed into the back of that
truck, there's even a bocci court in there.
